| Version | v1.0 |
| Effective date | 2026-10-13 |
1. Scope
1.1 These Terms apply to anyone who publishes a listing on PropSeek, including agents and, once owner listing is opened, owners.
1.2 By publishing you agree to these Terms, the Terms of Service, the Community Guidelines and the Privacy Policy.
1.3 The Platform is an advertising and information platform, not a property agency. It does not introduce or negotiate for any party, does not charge fees tied to a deal, and does not hold rent or deposits. Listing is completely free in the launch version.
2. Who may list
2.1 Agents (L2): you must be a CEA-registered salesperson. After you enter your CEA registration number, the Platform checks it against its mirror of the public CEA register and asks you to confirm that the register entry is you. If everything matches, the check passes. If it does not match or the register has not yet updated, you are let through as "Details under review" (provisional) and reviewed by staff on the next business day. If the number entered does not match the name on the register, it is reviewed the same day.
2.2 Owners (L3, if owner listing is opened): you must pass a staff review of your identity document and ownership or letting eligibility documents. Owner listing is off at launch.
2.3 One CEA registration number can be bound to one account only, and one mobile number can be bound to one account only. You must not let others publish through your account.
3. Genuine listing commitment
3.1 You confirm that each listing is real, currently available and accurate, including the address, unit type, size, rent, available-from date, occupancy, facilities and description, and that photos and videos were taken at that property.
3.2 You must not publish: fake listings, duplicate listings, let or unavailable units, bait listings, or listings using other people's photos or descriptions.
3.3 Content must not contain identity documents, contact watermarks, other platforms' marks or traffic diversion, or anything that breaks the Community Guidelines.
3.4 AI-generated descriptions are drafts only and are published only after you confirm them. You are responsible for what is published.
4. One unit, one code
4.1 Each rental unit gets a unique code (generated from postal code, block or house number and unit number). A unit can have only one occupancy state at a time: free, claimed as a whole unit, or claimed by rooms.
4.2 Exclusivity: when a unit is claimed as a whole, room listings are not allowed; when it is claimed by rooms, a whole-unit listing is not allowed and the number of rooms may not exceed the letting rules limit.
4.3 Instant check: entering the postal code and unit number shows the occupancy state at once. If there is a conflict you can contact the current lister, apply to become a joint contact, or open a one-unit-one-code dispute.
4.4 Disputes: you may open a dispute by uploading owner authorisation or proof of ownership. A moderator handles it within 48 hours. Possible outcomes: the existing claim stays; the claim moves to you; both listings are taken down while the owner is contacted; or you become a joint contact (one listing, with several contacts shown side by side).
4.5 Unit numbers are used only for duplicate checks and review and are not shown to tenants.
4.6 You must not get around one unit one code (for example by splitting units or entering wrong unit numbers). Listings published before the current tenant moves out also hold the claim.
5. Owner consent declaration
5.1 For each listing you must tick: "I declare that I have the owner's consent to advertise this listing."
5.2 The Platform records the time and the version of the declaration text. Proof of owner consent is not required at publication.
5.3 If there is a dispute or report, the Platform may ask for proof of owner authorisation. If you cannot provide it, the listing may be taken down.
5.4 Agents must also follow their agency's advertising approval requirements.
6. Required advertising particulars
6.1 Agent listings in the App and on the Website show: agent name, CEA registration number, contact number (the mobile number verified by WhatsApp), agency name and licence number.
6.2 These particulars are filled in automatically from verification data and cannot be typed in or changed by the lister.
6.3 Owner listings (if owner listing is opened) show "Direct from owner" and the verification level, not agency particulars.
6.4 Listings with joint contacts show a set of particulars for each agent.
6.5 Once a listing is taken down or let, contact details are removed from all pages and share links.
7. Photos, videos and descriptions
7.1 At least 5 photos taken at the property. Images go through automated review; images showing identity documents, contact watermarks or prohibited content are blocked.
7.2 Video is optional and goes through key-frame review.
7.3 Descriptions must match reality and must not exaggerate or mislead.
7.4 The Platform checks for copied images by similarity; very similar images go to staff review.
8. Rent and letting rules
8.1 Rent must match the actual rent. Listings well below the recent median for similar units in the same area go to staff review and show a "Price looks low, take care" notice.
8.2 Each listing must pass the letting rules check (HDB minimum period, whole-unit and room letting eligibility, occupancy cap, non-citizen quota, maximum lease and others). Where the result is "Check yourself", please verify through official channels.
8.3 Rules check results are for reference only and are not legal advice. Owners and listers remain responsible for letting eligibility.
8.4 HDB units need HDB approval to let and tenant registration as required. Stamp duty is paid by the tenancy parties as required by law.
9. Listing before the current tenant moves out
9.1 You may publish a listing before the current tenant moves out. The available-from date may be at most 90 days from the day you publish (or as set by the Platform at the time). For later dates, please publish closer to the time.
9.2 You must truthfully choose the occupancy: vacant, current tenant living in, or owner living in.
9.3 If you choose "current tenant living in", you must also choose the viewing arrangement: viewing by appointment (stating how many hours' notice is needed), video viewing only, or viewing only after the tenant moves out. You cannot choose a viewing arrangement for a unit that is not tenanted.
9.4 Viewings must respect the current tenant's right to live in the unit. Arrange times with the tenant in advance and do not bring anyone in without agreement.
9.5 Anti-scam rule: you must not ask a tenant to pay a deposit, holding fee or any money before a viewing on the ground that "the current tenant is living there and the unit cannot be viewed yet". On tenanted listings the Platform shows tenants this notice on the contact screen: if someone asks you to pay a deposit first because the unit is tenanted, stop. Breaches are handled under Section 14.
9.6 The Platform reminds you 60 days before the lease end date you entered to update the listing.
10. Validity, renewal and let
10.1 A listing is valid for 30 days from going live. We remind you 3 days before expiry. Renewal requires confirming "still available". Listings not renewed expire automatically and leave search.
10.2 When a unit is no longer available, take the listing down or mark it "Let" promptly. Let listings leave search at once, contact is closed and the one-unit-one-code claim is released; the detail page shows "Let" for 30 days.
10.3 When marking a listing let you may enter the channel and lease period. These are self-reported and used for statistics.
10.4 Let listings can be relisted in one tap after reconfirming rent and available-from date and passing the checks again.
10.5 You may pause (keeping the claim) or take down (releasing the claim) your listings at any time.
11. Details under review (provisional)
11.1 Listings of an agent whose details are under review are labelled "Agent details under review", rank slightly lower in search, and still show the required particulars.
11.2 An agent whose details are under review may have at most 3 live listings at a time.
11.3 When staff confirm the details the label is removed automatically. If the check fails, all the agent's listings are taken down and the agent may appeal once.
12. Review, spot checks and takedown
12.1 After submission, automated review (including a cloud large language model) checks text and images; approved listings go live at once. Staff then spot-check a random share of about 10% plus all high-risk listings, normally within 24 hours. Listings that fail may be taken down or sent back for changes.
12.2 The Platform may hide or take down a listing if: it breaks these Terms or the Community Guidelines; it is reported by 2 different users (hidden first, pending review); a dispute decides so; verification fails; or an authority lawfully requires it.
12.3 We notify you with reasons when we take a listing down, except where legal or safety reasons require confidentiality.
12.4 High-risk admin operations are carried out after re-verification and confirmation and are written to the audit log.
13. Disputes and appeals
13.1 If you disagree with a takedown, a one-unit-one-code decision or a verification result, you may appeal once with evidence through the route stated in the notice.
13.2 The Platform reviews and replies. The appeal result is the Platform's final internal decision.
13.3 While a one-unit-one-code dispute is being handled, the existing listing stays visible and is marked internally as "under check".
14. Consequences of breach
14.1 For breaches of these Terms, the Platform may require changes, hide or take down listings, restrict publishing, remove verification levels, and ban the account and mobile number.
14.2 Confirmed fake listings, impersonation or scams lead to an immediate ban. For scams we keep evidence and cooperate with lawful requests from authorities.
14.3 If your breach causes loss to the Platform or third parties, you must compensate under the Terms of Service.
